Discretionary Grant Programs
The grants are distributed through five discretionary grant programs, each with specific objectives tailored towards addressing different facets of CMV safety:
High Priority Innovative Technology Deployment Grant Program:
Provides backing for inventive and significant projects that advance technological capabilities and encourage the implementation of intelligent transportation system applications. These applications are focused on managing truck parking information systems and enhancing other operations related to CMVs. The program aims to support and sustain CMV information systems and networks that connect Federal motor carrier safety information systems with state CMV systems. Additionally, it seeks to enhance the safety and productivity of CMVs and commercial drivers while reducing costs associated with CMV operations and regulatory requirements.
High Priority Commercial Motor Vehicle Safety Grant Program:
Finances activities aimed at enhancing safety in CMV operations. These activities include raising public awareness and education on CMV safety, addressing unsafe driving in high-risk crash areas, showcasing new technologies for improved CMV safety, enhancing safety data collection, and supporting other initiatives aligned with the FMCSA mission of enhancing CMV safety across the country.
Commercial Motor Vehicle Operator Safety Training Grant Program:
Allocates funds to organizations offering training for commercial motor vehicle (CMV) operators. The objective is to improve access to training for current and former members of the U.S. Armed Forces and their families, along with underserved and refugee communities.
Commercial Driver’s License Program Implementation Grant Program:
Assists in implementing and improving the nationwide commercial driver’s license (CDL) program. This program aims to ensure that each CDL driver possesses only one driving record and licensing document, often described as "One Driver — One License — One Record."
High Priority Enforcement Training and Support Grant Program:
Provides funding for creating and providing training on motor carrier safety. This training is for non-Federal workers who enforce regulations for commercial motor vehicles (CMVs), including those outlined in the Federal Motor Carrier Safety Regulations (FMCSR), Hazardous Materials Regulations (HMR), and the Commercial Vehicle Safety Alliance’s (CVSA) Out-of-Service criteria. Additionally, the grant supports the development of educational materials aimed at raising awareness and improving safety for CMVs.
